The current package includes a guided experience through the Empire State Building’s exhibits, priority access, and a designated semi-private corner of the open-air 86th-floor observation deck for the proposal. Couples can then continue to the enclosed 102nd-floor observatory for additional views and photographs.
An Empire State Building Ambassador assists with the experience, and the current package also includes a souvenir photograph. Reservations are limited and must be made in advance.
Friends, family members, and a photographer may join, but each additional person needs a valid ticket. The Empire State Building recommends that additional guests use an Express ticket so they can arrive at the proposal area without being delayed by the regular exhibit and elevator lines.

It can also work well for portraits after the proposal. However, couples who want the feeling of being outside above Manhattan may still prefer the 86th floor for the actual moment.

My recommendation
For a proposal similar to the one shown in this gallery, I would use the 86th floor for the big moment and then consider the 102nd floor for additional photographs, provided your ticket includes access.

What Is the Best Time for an Empire State Building Proposal?
The best time depends on whether your priority is softer light, glowing nighttime views, or fewer people.
Daytime
A daytime proposal provides clearer skyline detail and more consistent natural light. It is a good choice when clearly seeing the city is more important than having the lights of Manhattan in the background.
